Founder, President and CEO of Technical and Management Resources, Inc. (TMR). Ms. Carr founded TMR in 1998 in order to provide IT consulting and engineering services to Federal Government Agency and Intelligence Community customers. 

Under Ms. Carr’s leadership, TMR has consistently experienced year over year annual growth, and expanded its customer base to include the Department of Homeland Security, Department of Justice, Department of Defense, and the National Security Agency. TMR’s success and attention to customer satisfaction resulted in TMR receiving several letters of recognition from the Office of the ASD/NII/DoD CIO for its support of the Pentagon Area Information Governance Structure that has evolved to embody the fundamental tenets of the Clinger-Cohen Act ensuring the strategic implementation and management of Pentagon common Information Technology services, and Ms. Carr being personally recognized with the prestigious Federal 100 award. 

Prior to starting TMR, Ms. Carr served as successful line of business Vice Presidents for both ARC and ITC corporations. During her tenure at these IT firms, Ms. Carr led highly skilled technical teams that designed, developed, implemented and delivered complex enterprise network solutions for both Federal and Civilian Agency customers.
